【轻鬆加拿大记者林风云报导】一对未成年随同父母由中国移民来加拿大的兄妹-16岁的陈卓（Zhuo Chen)及12岁的陈诺(Nuo Chen)，一年前在与父母同申请公民被拒后，改以独立申请获得成功，今（9）日中午与父母陪同下在密市公民法庭举行的入籍仪式中宣誓入籍。

这对未成年的兄妹能独立申请入籍成功，是受惠于华裔参议员胡子修于2017年4月份提出的一项《国籍法》C-6修正案，去除了入籍申请者必须年满18岁的要求，给没有父母或监护人的儿童，或者父母不能或不愿意申请的儿童提供了自己申请入籍的权利。

2017年6月13日，加拿大参议院以214票支持、92票反对的结果三读通过胡子修的提案，批准了联邦《国籍法》C-6修正法案。并在总督签字御准后成为正式的法律。

胡子修参议员所提C-6修正案的其中的一项要奌即未成年人可自行申请入籍-不到18岁的永久居民，可以独立于父母之外单独申请公民。即使其父母申请公民时被拒，未成年子女也不需要等到18岁再次申请。这一点让那些故土情结深重的中国老移民放了心，他们再也不用担心自己的中国心耽误子女前程。同时该法案可以确保达到所有申请标准并拥有永久居民身份的儿童，特别是弱势儿童群体享有同等申请国籍的权利。另外胡子修参议员更提出这项未成年移民申请公民的费用，由$630元减至$100，亦获得通过造惠民众。

胡子修参议员今（9）日专程从渥太华赶来大多伦多密市，参加陈卓、陈诺两兄妹的入籍仪式。并见证该法案的成果感到非常欣慰。

胡子修强调，在加拿大，一项法律的诞生需要经历复杂的过程，基本流程是：议员提出议案，然后交由国会审核。国会的众议院和参议院各经历三轮讨论和投票。三读通过以后，实质上的流程基本结束。之后就是礼仪性的最后一步，由加拿大总督签字御准（Royal Assent）。
